7e2204589a refactor(admin): 2FA chapter clean-up 
- Document the three bundled (shipped) 2FA providers.
- Clarify what "providers" are and why they're important.
- Re-order the sections.
- Remove some outdated bits.
- Eliminate some redundancies.
- Misc tidying up.

dfc008b07d fix(devcontainer): upgrade Python to match minimal requirements 
`alabaster==1.0.0` requires at least Python 3.10, while DevContainer has 3.9

Upgrading to 3.10

Alternative: upgrade to the 3.13 as the latest
