This commit replaces all apostrophes with the character ' and quotation marks with the character ". Currently, the RST code seems to be a mix of text copy-pasted from external text editors, and edits made directly in RST. As a result, the pages display a mix of symbols, sometimes in the same sentence. This phenomenon is emphasized when the user browses the documentation in another language than English as the rendering in html of ' and " varies according to the language selected.
