099e4a65b9 Fix PHP prerequisites of databases 
Both PostgreSQL (nextcloud/server#367) and SQLite (nextcloud/server#481)
are handled by PDO in recent Nextcloud versions.

Hi, I'm getting started on NC apps. On my app, the dependency injection only worked after declaring the type of UserManager explicitly.

I'm not 100% sure, but it worked here.
