4a3f9e3cbe homepage: update download component (#23978)

## Description

This might be a my computer thing (because my computer probably isn't
the fastest), but the component often flickers on load.

- ~Removed x-collapse and~ added x-cloak to prevent the drop-down from
appearing expanded before the js loads.
- Changed the button text to static, so it's not waiting for the OS
detection to load.

The tabbed comparison in the language examples is getting a bit wonky,
although still correct. A lot of tabs, and it randomly picks
alpine/debian as the final dhi image, whereas wolfi is probably going to
alpine and ubuntu is probably going to debian. Will look at this in a
followup.

14d73dab86 site(gordon): escape HTML in markdown text to preserve angle brackets 
Configure marked.js to escape HTML entities in text tokens while
preserving code blocks. This allows angle brackets like <target-name>
to display correctly in regular text without being interpreted as HTML
tags, while keeping code examples intact.
