c66235c7a0 scout: remove experimental callout for watch (#24181)

## Description

Scout watch is no longer experimental as of v1.19.0. Removed callout.

Scout watch must continue running. Added the info to the step with a
hint of some commands to run it as a system process.

08a11ec2aa scout: update watch reference (#24169)

Quick fix to manually add the examples from the upstream markdown to
this downstream yaml.

We switched to upstream yaml from the md because of a formatting issue.
Will look into it and try to get back to using the upstream md as the md
