Remove version-relative language from MSI configuration options table

Browse Source 
Remove "Available with Docker Desktop 4.33 and later" from the
PROXYENABLEKERBEROSNTLM property description, which violates the style
guide prohibition on version-relative framing.

Fixes #24471
