Remove version-relative language from MSI installer note
Remove the "Starting with Docker Desktop version 4.60 and later," prefix from the in-app updates note, which violates the style guide prohibition on temporal and version-relative framing. Fixes #24470 Co-Authored-By: Claude Sonnet 4.6 <noreply@anthropic.com>
