fdardenne 8a0df31fc5 [IMP] developer: JavaScript tutorial: chapter 2

This commit adds the chapter 2 of the JavaScript tutorial.

This new tutorial allows people to discover Owl and the building blocks
of the Odoo JavaScript framework.

closes odoo/documentation#3164
