Replace ownCloud contact channels w Nextclouds
...
Mailing list replaced with forums, and IRC channels replaced with the ones for Nextcloud (that I know of). There doesn't seem to be a nextcloud-testing as there was an owncloud-testing. I can add tihs in if there are plans to use it.

added <developer> section to documentation section
...
To make the documentation section complete I added the <developer> section, as the doc.owncloud.org also offers the `developer_manual` area.
Furthermore it would be very helpful for contributors to have this point of reference to find their way to the existing documentations (even if they are the `README.md` files in Github).
