Sarah Sanders 16711cd178 cx: update docs for RAM limits (#22365 )

## Description
- Docs previously stated there were no RAM limits, this is incorrect
- 100 is the limit
- Also added some guidance around using general-purpose URLs; doing this
can deprecate use of RAM limits
