dda69e41d0 ci: deploy from main (#23084) 
PR that changes the deploy workflow of the docs. 

## What has changed?

This PR simplifies the deployment flow by deleting our staging build. We
publish what is on the main branch instead of relying on the `publish`
and `publish-update` branches.

Test ensures that:

- Go redirects are unique (this is actually enforced by YAML already
  because it requires keys to be unique, but just in case someone

945137496f ci: fix validate upstream workflow 
Moving the CLI reference files caused the upstream validation workflow
to break.

This changes the logic in how placeholder files are created in the
validation workflow, to match the new filesystem structure for markdown
stubs.
